A resurgent Medvedev secured his initial title for nearly 30 months with a win over Frenchman Moutet in the competition title decider.
The athlete, a former number one, has had a torrid season, managing just a single victory at the big events and experiencing a setback at the US Open.
Medvedev's unpredictability on the ATP Tour - and issues with his serve in specific - caused him exiting of the elite rankings and eventually separating with long-term coach his previous coach.
Currently collaborating with Thomas Johansson and Rohan Goetzke, Medvedev has gradually progressed in the recent weeks - culminating in a closely contested three-set win over Frenchman Moutet.
This marks Medvedev's maiden title after the Italian tournament and maiden on a hard court since March of 2023.
Success also indicates he has won twenty-one titles at 21 various events.
"It's the first time I'm at a competition with my two daughters simultaneously, so to get a championship is really nice," said ranked player the champion.
"This title is in tribute of my child Victoria, because the initial championship I achieved when my first daughter my daughter was delivered was for her."
The tennis star, the past champion, had been defeated in his past six finals, including in Halle in the past months.
The player's retrieving approach and recurring reactions on court had prompted observers to doubt if his skill to perform at the highest level was over.
However the athlete has made changes in the past month, attempting to approach the net and perform aggressively, supported by an better service.
He fought back from a deficit in the opening set against the challenging Frenchman, securing four of the last five games to go ahead.
The competitors traded service breaks in the middle set before Moutet, bidding for his initial professional championship, took control to force a final set.
The opponent rescued four early chances in a competitive third set before Medvedev won the break to fifteen to secure the win.
Suitably, he clinched the title with a rally at the net area, with Moutet unable to handle a shot after two hours and 38 minutes.
